He was predeceased by : his parents, John Ballard and Neva Hawk Ballard; his wife Wanda Woodruff; his siblings, Thelma Jones of Holub Crossing, Vada Minick of Little Rock, Margie Cox of Parkdale, AR and George Ballard of Marianna; and his grandson Jason Brooks.

He is survived by : his children, Rita Brooks (Greg), Charles Wayne "Charlie" Ballard (Terri) and James Louis "Jamie" Ballard (Angela). He is also survived by 10 grandchildren and 21 great-grandchildren.
