“Noel, was such an amazing person. Our family will be changed forever. As I was growing up I always remember Noel as being a lot of fun and he seemed to always be singing. He was always around to make sure I was in no danger. As we grew more mature and had our own families, career's, and our own homes in different states we grew apart. I'll always remember his fun loving nature. He was truly a gift from God. I am Billie his younger sister, I'm so grateful for the time I had with him.”
