He was predeceased by: his parents, Tom Moates and Ruth Moates; his siblings, Tom Jr., Rosie and Suzie; and his grandson Andrew Moates.
He is survived by: his wife Shirley Moates; his children, William Moates Jr. (Rebecca), Kimberly Cox (Brandon) and John Moates (Vanessa); and his grandchildren, James, Ethan, Noelle, Will, Samuel, Lila and Kate.
In lieu of flowers, the family asks that donations be made in Bill's memory to MOAA, The Gary Sinise Foundation and the staff at Chapel Ridge Rehab in Fort Smith, AR.
