He was predeceased by: his parents, Wilbert Carter Jr. and Jewell Elizabeth Wright Carter; his siblings, Philip Carter and Penny Miller; and his son-in-law Dale Phillips.

He is survived by: his wife Betty Carter; and his children, Lisa St. John (Steve) of Rogers, Connie Phillips of Centerton, Candee Ramsey (Josh) of Garfield, Carissa McKenzie (Jason) of Garfield, Arkansas and Joshua Carter (Stacy) of Pea Ridge. He is also survived by nine grandchildren and seven great-grandchildren.
