She was predeceased by: her parents, Garland Fredrick "Fred" and Bessie John Pennington Lipsey; her husband Franklin Edward Halter, Sr.; and her brothers, Sammy Lipsey and Danny Lipsey.
She is survived by: her daughter Holly; her son-in-law DeWayne Pettigrew of Horatio; her sons, Eddie Halter of Horatio and Rick; her daughter-in-law Melody Halter of Springdale, Arkansas; her grandchildren, Michael (Becky Pettigrew), Andrew (Jesse Pettigrew), Trey (Payton Halter), Ashley (Joey Jackson), Brandi (Daniel Kirkland), Cole (Christina Halter), Emily (Austin Turner), Amy (Conner Brackhahn), Katy (Scotty Sappenfield) and Savannah Halter; and her sister Judy Cowling of Horatio. She is also survived by 19 great grandchildren, numerous nieces and nephews.
