He is survived by: his wife Sami L. Scott-Richter; his children, Angela Richter-Reed, Dean L. Richter, Brook Richter-Kadlec and Sarah Richter-Forsberg; and his stepchildren, LaShaune'M. Scott and Sammie D. Scott. He is also survived by grandchildren and great-grandchildren.
