He was predeceased by: his parents, Donald Wayne Milligan and Marilyn Pauline Milligan-Stevens (Taylor); and his grandparents, John Ed of Lead Hill, Lucy Milligan of Lead Hill and Dorothy Taylor of Lead Hill.
He is survived by: his sister Kristy; his brother-in-law Mike Thomas of Harrison; his nieces, Mikala Phillips (Tanner) and Katelyn Moore (Landon); and his great-niece Miley Moore. He is also survived by extended family and close friends.
In lieu of flowers, memorial donations can be made in Scott's name to Lead Hill School, 6966 Milum Rd., Lead Hill, Arkansas 72644.
