He was predeceased by : his parents, Herbert Carter, Sr. and Rosalyn McIntire Carter; his wife Peggy Ann Carter (Condrey); his brother Herbert Carter, Jr.; his grandson Robert Tanner Lawrence; and his siblings-in-law, Rue, Lou Condrey, Bobby Condrey, Jerry Fletcher and Glen Schneider.
He is survived by : his children, Peggy Sue Carter (Susie) and Jimmy Dwayne Carter (Justine); his grandchildren, Justin Lawrence, Ryan Carter, Emily Carter and Shelby Joe Richardson; his siblings, Sylvia Fletcher of Mountain View, Arkansas, Rose Schneider of Mountain View, Arkansas and Ralph Carter (Joy) of Ohio; and his sister-in-law Pat Carter of Tacoma. He is also survived by nieces, nephews and friends.
