He was predeceased by: his parents, James Payne and Mae Payne (Linn); and his sisters, Patsy Payne and Linda Quattlebaum. He is survived by: his wife Floy; his son Ronnie Vowell (Amelia); his grandchildren, Alyssa, Logan, Jordan, Gunnar and Annika; his son Billy Payne (Christa); his grandchildren, Kinzie, Alex and Jarren; and his sister Barbara Spears. He is also survived by numerous cousins, nieces, and nephews.
Visitation was held on Monday, September 28th 2026 from 6:00 PM to 8:00 PM at the Faith Full Gospel Church (5456 N Oak St, Bethel Heights, AR 72764). A funeral service will be held on Tuesday, September 29th 2026 at 2:00 PM at the same location. A burial will be held on Tuesday, September 29th 2026 at the Benton County Memorial Park (3800 W Walnut St, Rogers, AR 72756).
