He is survived by: his wife Neldia Fowler Penn; his children, Shawn Penn Sironen (Rich), Russell Penn III (Jennifer), Rodney Penn and Kirstie Penn; his siblings, Linda Penn and Joseph Penn (Donna); and his sisters-in-law, Wilma Jean Fowler, Violet Fowler and Johnnetta Brown (Pastor Rickey). He is also survived by 17 grandchildren, 7 great grandchildren, a host of nephews, nieces, and friends.
