Carter of White Hall, Arkansas, born in Dumas, Arkansas, who passed away on July 26, 2023, at the age of 74, leaving to mourn family and friends. He was predeceased by : his parents, William Carter and Margaret McCuan Carter; and his son Lance Carter. He is survived by : his wife Reba Fowler Carter; his son Matt Carter; his grandson Spencer Carter; and his siblings, Beverly Spurgin (Bud), Linda Walz (Rick), Mary White (John) and Glenn Carter.
