Phelan; his daughter-in-law Elizabeth Phelan; his daughter Joy Baker; his son-in-law Ron Baker; his granddaughters, Hannah Baker and Ally Cambria (Justin); his nephew Chris Kuknyo; and his great grandchild Lucia Joy Cambria.
A memorial service will be held on Saturday, October 17th 2026 at 3:00 PM at the Passalacqua Funeral Chapel (901 W 2nd St, Benicia, CA 94510).
