He is survived by: his half-brother Robert Anthony Ramos; his wife Carole Ruth Lewis Millner; his sons, James William Millner, Jr., Steven Allen Millner, Craig Gene Millner and Gary Lance Millner; and his stepdaughter Lisa Higgs.
