He was predeceased by: his parents, Thomas Phelps and Bronwen Phelps; his wife Ruth Carpenter; his son Timothy; his stepmother Gleyns Jones; and his stepbrother Gordon Jones of Gridley.
He is survived by: his children, Charles Phelps (Beverly) of Grass Valley, David Phelps (Linda) of Grass Valley and Lisa Wilcoxen (Mel) of Douglasville, GA; his stepbrother Ray Jones (Alysia) of Granite Bay; his sister June Goico of Long Island, NY.; his grandchildren, Lily Phelps of Grass Valley, Madeline Phelps (Jake) of Ripon, CA, Mellisa Wilcoxen of Douglasville, GA, Charles Wilcoxen of Arizona and Ryan Phelps of Sacramento; and his great grandchild Luna Wilcoxen of Douglasville, GA..
A memorial service will be held on Sunday, July 13th 2025 at 1:00 PM at the Emmanuel Episcopal Church of Grass Valley (235 S Church St, Grass Valley, CA 95945).
