He was predeceased by : his parents, Francis Payne and Edna Payne; his sisters, Marjorie, Barbara and Cathy; and his grandson Benjamin.

He is survived by : his sister Dixie; his wife Lois; his daughters, Nancye (Tom), Julie and Claudia (Ron); his grandchildren, Cassidy, Madison (Sunny), Natalie (Mitchell), David (Kerry), Thomas (Lauren) and Aaron (Therese); and his great grandchildren, Jayce, Jayden, Kyla, Benjamin and Ethan.

Donations in his memory can be sent to the Gideon's International Fund or PBS Station KVIE, charities Frank supported in life.
