She was predeceased by: her parents, Edward R. Evans and Merna May Kirkpatrick; her husband William Robert Phelps; and her grandson Anthony Moore. She is survived by: her children, Chris Manning, Robert Phelps and Jessica Phelps; and her siblings, Ted, Andy Crow and Margie Peoples. She is also survived by 7 grandchildren; and 2 great grandchildren.
A funeral service will be held on Saturday, October 17th 2026 at 1:00 PM at the First Southern Baptist Church (1641 W Henderson Ave, Porterville, CA 93257).
