He was predeceased by: his parents, Katie Penner (Klassen) and John F. Penner; his sons, Philip James and Mark Todd; his wife Mary Lou; and his great grandchild Cobyn.
He is survived by: his siblings, Elray, Jess and Linda; his sons, John Victor (Priscilla), Paul Lance and Skip (Kendra); his daughters-in-law, Jacqui and Hanako; his grandchildren, Jarrod (Leslie), Stephanie (T. J.), Beth (Katelyn), Korey (Shelbey) and Jack; Johnnie. He is also survived by 11 great grandchildren.
Viewing will be held on Friday, October 24th 2025 from 4:00 PM to 8:00 PM at the Peters Funeral Home - Shafter (844 E Lerdo Hwy, Shafter, CA 93263). A graveside service will be held on Saturday, October 25th 2025 at 11:00 AM at the Shafter Memorial Park (18662 Santa Fe Way, Shafter, CA 93263).
