He was predeceased by: his parents, George Carter and Christina Carter (Mitchell); his siblings, Emma Jean Cavil, George, Clarence, Larry, Ronald, Phillip and Darryl; his daughter-in-law Tami Carter; and his granddaughter Amanda Carter.

He is survived by: his wife Mary; his children, Annette Kunovic (Joseph), Jerome Carter (Chris Martell), Alan Rice, Stephanie Smart, Harlan Rice (Kristi), Keith Carter (Dawn) and Gary Carter (Jamilla); and his grandchildren, Kenneth Charles Smart, Maureen Smart, Janaya Seo (Ben), Selena Smart, Chazel Carter (Victoria), Treauna Carter, Justin Carter, Tyler Carter, Jaquelyn Buchanan (Ricky), Anthony John Kunovic (Melinda) and Taryn Rice. He is also survived by sixteen great-grandchildren and innumerable nieces, nephews, and cousins.
