He was predeceased by: his parents, Karl Phelps and Valdah Phelps; his sister April Landry; his brothers-in-law, John Landry and Donald Moselsky; his nephew Joseph Graham; and his sister-in-law Priscilla Renaud.

He is survived by: his wife Jeanne Louise Phelps; his daughters, Laura Phelps (Steve Riffenburg), Michele Phelps (Christopher Orszak) and Heather Castiglia (Robert Castiglia); his grandchildren, Ryan Wilson (Carley Hoynoski), Adam Wilson, Connor Orszak, Samuel Castiglia, Elliana Castiglia and Alexander Castiglia; his sisters, Fayma Graham, Linda Moselsky, Susan Phelps and Debora Flint; and his siblings-in-law, Fran and Chet Marecki. He is also survived by many nieces, nephews, godchildren and friends.
