He is survived by: his wife Carmen D. Carter (Torres); his children, Stormy L. Hay of Mashantucket, Gary Carter Jr. of Mashantucket, Allen Carter Sr. of Mashantucket, Sherron Carter of Mashantucket, Nicole Carter of Mashantucket and Talon Amado of Mashantucket; and his siblings, Patricia Charity, Joseph J. Carter III, Keri Spears, Maxine Carter, Charles Monroe and Ellen Riviera. He is also survived by several nieces, nephews, cousins and friends.
