She was predeceased by: her parents, Charles W. Balcom Sr. and Rachel E. Balcom (Fisk). She is survived by: her husband Warren Phillips; and her children, Dan Phillips (Robin), Donna (Mark Millard), Jay Phillips (Julia) and Vickie (Arnie Tuck). She is also survived by 10 grandchildren and 16 great grandchildren.
