He was predeceased by: his daughter Candace; his wife Pamela J. Jackson Penn; his stepfathers, Willie R. Counsel and Jerry Bustion; and his siblings, Hyacinthe Penn, Billette L. Bennett-Muhammad and Christopher Penn.
He is survived by: his friend Rosalee Garret; his children, Percy, Pernell, Shaquasha, Mercedes, Ebony and Perddy; his siblings, Willie Robert Penn Counsel, Consuelo Laurent, Carnetta Penn, Donnell A. Penn, Markisha Penn and Eddie Penn; and his grandson Winston. He is also survived by grandchildren, nieces, nephews, extended family, and friends.
