It is with great sadness that we announce the death of Sara E. Carter of Washington, District of Columbia, who passed away on November 29, 2022, at the age of 70, leaving to mourn family and friends. She was predeceased by: her parents, Franklin B. Harper Jr. and Elizabeth S. Hopkins (Hill); and her husband Richard P. Carter III. She is survived by: her son Richard P.; her daughter-in-law Christina Carter of Watsontown; her daughters, Samantha C. (Nicholas S. Bailey) and Jennifer C. Biddinger (Jason Williams) of Danville; her grandchildren, Paige, Skyler, Zoey, Evelyn and Alia; her siblings, F. B. "Skip" Harper of Englewood, FL and Susan; her brother-in-law Ross Mangina of Bethlehem; her brother Mark; and her sister-in-law Jeannie Carter of Caldwell, NJ. She is also survived by several nieces and nephews.
