He was predeceased by: his parents, Andrew Billy and Catharine Billy (Posick); his wife Anne Lomax; and his sister Lillian McDaniel. He is survived by: his children, William Jr., Amanda Reilly (Patrick), Rachel Billy, Chris (Krissy) and Tyler Smith (Hailey); his grandsons, Grayson, Oliver and Kyle (Janice); his son Robert; his grandsons, Finnegan and Milo; his daughter Jillian Litchfield (Eddy); his grandsons, Noah and Owen; and his sister Marlene Bowen. He is also survived by many nieces, nephews, cousins, and friends.
In lieu of flowers the family asks that memorials be directed to Trinity Lutheran Church or Community Hospice of NE Florida.
