With heavy hearts, we announce the death of Charles Neel of Delaware City, Delaware, who passed away on July 4, 2023 at the age of 92. Family and friends are welcome to leave their condolences on this memorial page and share them with the family.

He was predeceased by : his parents, Joseph Neel and Alberta Neel (Sheridan); his wife Jane; his daughter C. Ivy; his son-in-law Robert Costango; his grandson Richard Neel; his great great grandchild Josephine Reed; and his son-in-law Ronald Migliavacca, Sr..

He is survived by : his children, Nancy Migliavacca of Delaware City, Charles I. Neel (Kitt) of Bear and Emilie L. Garrett (Lewis) of Bear; his brother Joseph Neel; his half-sister Charlene Whitehead; and his grandchildren, Cindy, Craig, Brett, Tammy, Brandon, Kellie, Megan and Kara. He is also survived by 21 great-grandchildren; and 1 great-great-granddaughter.
