She was predeceased by: her parents, Alvin B. Staats and Anna E. Yetter; and her brothers, Robert, Ronald and Bill Staats.
She is survived by: her husband Dwight H. Carter of Dover, DE; her children, Kevin Tracy (Angie), Owen Tracy, Myron Tracy (Melissa) and Denise Tracy (Pauline); and her grandchildren, Andrew, Keith, Benjamin, Ginger, Carolina, Georgia and Kevin. She is also survived by two great grandchildren.
Viewing will be held on Friday, September 18th 2026 from 11:00 AM to 12:00 PM at the Torbert Funeral Chapel (1145 E Lebanon Rd, Dover, DE 19901). A funeral service will be held on Friday, September 18th 2026 at 12:00 PM at the same location.
In lieu of flowers, the family suggests contributions be made to the SPCA in her memory.
