He was predeceased by: his parents, Dain Skinner and Faye Scanlon; and his wife Theresa Skinner. He is survived by: his children, Gary Skinner, David, Kathie Skinner, Deborah and Michael Hibbert.
A graveside service will be held on Friday, January 9th 2026 at 2:00 PM at the Delaware Veterans Memorial Cemetery (2465 Chesapeake City Rd, Bear, DE 19701).
