He was predeceased by: his parents, Elmer J. Powell and Mattie H. Powell (Gray); his daughter Andrea Powell Harrison; his granddaughter Ashely Nicole Baker; and his brother Charles J. Powell.
He is survived by: his wife Paula Powell (Cropper); his sons, Rexford T. Powell (Suzette) and James Randy Powell (Judy); his grandchildren, Bethany Powell Jones (Jordan), James R. Powell, Jr., Jodie E. Powell, Trevor Grady Harrison and Gregory Tucker Harrison; and his great grandchildren, Isabella Grace Jones, Alexandra Dupre Jones, Ariella Skye Jones, Adalynn Brooke Jones, Ashton Gabriel Jones and Maverick James Powell.
In lieu of flowers, the family suggests memorial contributions in Donald's name to Delaware Hospice Center, 100 Patriots Way, Milford, DE 19963.
