He was predeceased by: his parents, Francis Cutts Fulmer, Jr. and Madge Fulmer (Walton). He is survived by: his wife Denise Fulmer (Ireland); his grandchildren, Alan Fulmer, Jessica Fulmer and Nicole Fulmer; his great grandchildren, Xander Fulmer and Beau Fulmer; his sister Linda Gabbamonte; and his half-brothers, William Fulmer and Charles Fulmer.
Visitation will be held on Tuesday, December 16th 2025 from 10:00 AM to 12:00 PM at the Long Neck Chapel of Melson Funeral Services (32013 Long Neck Rd, Millsboro, DE 19966). A celebration of life will be held on Tuesday, December 16th 2025 at 12:00 PM at the same location.
In honor of Frank's lifelong love of animals, the family suggests memorial contributions be made to the Brandywine Valley SPCA, 22918 Dupont Blvd., Georgetown, DE 19947.
