He was predeceased by: his parents, Ruth Norris and Charles Norris; his brother Warren Smith; his sister-in-law Jean Smith; his brother Harold Norris; his sister-in-law Joyce Norris; and his stepdaughters, Yvette Cuff (Katy) and Cheryl Gordon (Pie).
He is survived by: his daughter Sandra Carter; his siblings, Charles Norris, Ruth Norris Townsend and Gloria Norris Brock; and his grandchildren, James C. Carter, Quadeer L. Brown, Veronica Lynn Harrigan, Larry Cuff, II, Steven Cuff, Jinnah and James Carter, Jr.. He is also survived by loving relatives and friends.
