“Billy was a special person, that loved life and people. He was our neighbor at Tomas Circle in DC for the 10 years we lived there and was always kind and always had time to talk to you. After his retirement from the Navy Yard he loved giving tours of DC and was the best at it. My thoughts are with Terry and Billy friends is this lost, I as so sad that Billy had to go in the current conditions which required him to be along. Love Bob Osburn”
