He was predeceased by: his parents, James Franklin Tarter and Bessie Whited Tarter; and his wife Katherine. He is survived by: his children, Phillip Tarter of Lake Worth, Rodney Tarter (Patty) of Belleview and Tara Herdegen (Roger) of Lake City, Florida; his grandchildren, Kristin Shedd (Brian) of Winder, Michelle Singer (Jon) of Stuart, Kira Tunsil (Akil) of Lake City and Chad Everett (Mary Beth) of Lake City; and his close friend Joyce Cabaniss. He is also survived by 11 great-grandchildren.
