He was predeceased by : his parents, Robert Phelps and Grace Phelps. He is survived by : his son Billy Filiault; his siblings, Dale Phelps, Roy Phelps, Debbee Bailey and Barbara Williams; and his nephew Matthew Ramirez (Aaliyah Ramirez).
In lieu of flowers the family requests donations be given to help defray final expense costs.
