He was predeceased by: his parents, Edward Starner and Grace Starner (Perrigo); his siblings, Roger (Sue), Gary (Martha) and Joyce Boorse (Beverly); and his daughter Diane.
He is survived by: his wife Sharon Starner (Moore) of Dunnellon; his daughter Brenda Phillips; his grandson Zachary Phillips (Elizabeth); his great grandchild Katherine Phillips of Lancaster; his sister Connie Kelley (Don); and his siblings-in-law, Sue Huffines, Martha Starner and Don Boorse. He is also survived by many nieces and nephews.
