He was predeceased by: his parents, Cyrus Baker and Dorothy Baker. He is survived by: his wife Francine Baker; his daughters, Amanda Stoen (Chris) and Tracy Williams (David); his grandchildren, Ben Stoen, Cannon Stoen, Isla Williams, Cassidy Williams and Joe Williams; and his cousins, Lindsay Grainger (Keri), Frankie and Georgie.
Visitation was held on Thursday, November 6th 2025 from 10:00 AM to 11:00 AM at the St. Mark's Lutheran Church (3976 Hendricks Ave, Jacksonville, FL 32207). A funeral service was held on Thursday, November 6th 2025 at 11:00 AM at the same location.
In lieu of flowers, the family requests contributions be made in Neill's memory to Lutheran Social Services of Northeast Florida (4615 Phillips Hwy.), St. Mark's Lutheran Church (3976 Hendricks Ave.) or The Bolles School (7400 San Jose Blvd.).
