He was predeceased by: his parents, Leon Carter and Ruth Carter. He is survived by: his wife Donna Carter; his children, Lori Williamson (John) and Rick L. Carter (Paige); and his grandchildren, Ashton Carter and Mathew Williamson (Robyn). He is also survived by three great grandchildren.
