He was loved and cherished by many people including: his parents, Edward Waters and Nancy Waters; his son Hershel Edward Waters (Joe); his brother James Timothy Waters; his wife Lucinda Katrina Waters; his children, David Kimball Altizer, Kimberly A. Frost (Michael) and Johnie D Anne Cochran (Tony); and his siblings, Edward J Waters, Jr. (Julie), George Stephen Waters, JoAnn Burgess (Jerry) and Christine Young. He was also cherished by nine grandchildren and three great grandchildren.
A memorial service was held on Saturday, August 29th 2026 at 2:00 PM at the Church of Jesus Christ Latter Day Saints (1835 SE 18th Ave, Ocala, FL 34471).
