She was predeceased by: her parents, Marvin Glenn Byers and Ruth A. Byers (Callison); her grandmother Elva Byers (Parks); her husband James "Jimmy" Arthur Steel, III; her sister Betty Austin (Byers-Harger); and her stepmother Christine Byers.
She is survived by: her children, Matt Lowe (Cindy) and Aimee DeSousa (Cristiano); her grandchildren, Joshua Lowe (Susie), Caleb Lowe (Paris), Anna Lowe, Aaron Lowe and Giovanni DeSousa; her stepson Brent Steel; her stepgrandchildren, Katlynn, Gregory and Tiffany Steel; her stepson Jeff Steel; her stepgrandchildren, Matthew, Hannah Tring (Steel), Sarah, Joshua, Caleb and Abigail Steel; her nephew Andrew Harger; her brother Wayne Byers (Diane); her nieces and nephews, Jesse and Mitchell Byers; her sister Julie Burton; her nephew Alex Burton; her brothers, Danny Byers and Timmy Byers; and her nibling Christy Conk.
In lieu of flowers, donations in memory of JoAnn Steel can be made to the Public Education Foundation of Marion County.
