He was predeceased by : his parents, Tom Bell and Martha Bell. He is survived by : his sister Edna Howell Douglass; his niece Katrina Bell O'Steen (Whitey); his nephews, Dennis Howell (Paula) and Andy Boyd; his close friend Jean White; and his caregiver Joe Durham (Lynn). He is also survived by cousins and friends.

In lieu of flowers memorial contributions may be made to McCalls Chapel.

“Elmer became a close friend about 13 years ago. He at first watched over our place in Hatchbend but very rapidly became a close part of our family. He and MissJean visited our place in Pennsylvania. He had a sixth sense in him about so many things. I spent many of hours riding with him. Showing me where and how he grew up. There is a major hole in our hearts for Elmer, but we were blessed to have him and family as part of ours. Richard and Cheryl Williams. Clara Barrho”
