He is survived by: his daughter Kathryn L. Carter; his wife Loralyn Carter (Bower); his brother William "Bill" L. Carter, Jr. (Sharon); his sister-in-law Lani Titus (Bower); his nibling Angel Carter Seyler (Ryan); his nieces and nephews, William "Billy" L. Carter, III, Melanie Titus, Cody Titus, Mary (Bower) and Bailey (Jesse); his great-nephew Owen; his great-niece Eloise; his nibling Cecil W. Bower; his aunt Marianne Hussey (Tiny); his father-in-law William K. Bower; Frankie. He is also survived by his mother's sister.
Then, COVID-19 hit in 2020, and all entertainment jobs ceased.
