He was predeceased by: his parents, Edward Lee Kemper and Martha Barrett Kemper. He is survived by: his wife Sharon Ann Wells; and his children, Richard Barrett Kemper Jr. of Santa Clarita, California, Kurtis Edward Kemper of Ball Ground, Georgia and Kellee Kemper Milheim of Waldorf, Maryland. He is also survived by 6 grandchildren; and 4 great-grandchildren.
