He was predeceased by: his parents, Charles Willis and Alta Lugar (Tuttle). He is survived by: his wife Judith (Pickering); his children, Jill Johnson (Bill), Jack Lugar (Elisabeth), Joel Lugar and Jana Exposito (Antonio); and his brother Charles Willis Lugar, Jr. (Chuck). He is also survived by eight grandchildren.
