He is survived by: his parents, Octavia Starks and LaKendra McDowell Starks of Jonesboro, GA.; his sisters, Anna Jabri Stovall and Alexa Taylor Starks of Jonesboro; his grandmothers, Vivian Carter Evans of Cleveland, OH. and Annie Starks of Atlanta; and his uncles, Bernard Starks of Atlanta, Kary Starks of Atlanta, Lopez Starks of Atlanta and Donald McDowell of Detroit, MI.. He is also survived by other loving relatives and friends.
To honor his memory, in lieu of flowers, his family has established the Reginald T. Starks Memorial Scholarship Fund at the Community Foundation of Greater Atlanta to benefit students in the Atlanta area who, as he did, pursue their dreams and participate in collegiate marching bands.-Donald.
