He was predeceased by: his father James Vermon Higgins. He is survived by: his wife Peggy Truitt Higgins of Lineville; his children, Margaret Higgins Pendley (Tandy) of Powder Springs, GA and Edward Charles Higgins of Ashland; his brother James David Higgins (Sandra) of Bremen, GA; and his stepgranddaughter Tayler Voyles (Brian). He is also survived by numerous nieces and nephews.
In lieu of flowers memorial contributions may be made to the Clay County Rescue Squad.
