He is survived by: his wife Wanda Carter; his children, Ray Carter and Becky O'Neal; his stepchildren, Randall Morgan and Rhonda Morgan; his brothers, Billy Carter (Bonnie), Ernie Carter (Marjorie) and Eddie Carter; and his niece Michelle Causey. He is also survived by 3 grandchildren, and 5 step grandchildren, several nieces and nephews.
