He was predeceased by: his parents, James William Locke and Julia Purvis Locke; and his siblings, Bill Locke, Silas Locke, Jimmy Grimes, Judy Jones, Mary Bond, Emily Grimes and Jane Bridges.
He is survived by: his children, Scott Locke (Carrie) of Dublin, Ricky Phillips of Wrightsville, Rachel Phillips of Bonaire and Rebecca Phillips of Dublin; his grandchildren, Riley Cameron (Landon), Nolan Locke, Miranda Crabtree and Raina Crabtree; his siblings, Eddie "Buddy" Locke (Abbie), Karen Price (David) and Susie Little (Larry); and his siblings-in-law, Ralph Jones, Nell Locke and Gay Grimes. He is also survived by several nieces and nephews.
Joel's work ethic and expertise were recognized by all who worked alongside him, and his contributions to the facility have left a lasting impact.
