She was predeceased by: her parents, William Sessum Foskey and Vera Davis Garner; her husband Billy E. Scarboro; her siblings, Waudena Simons, Neta Buscher and James F. Garner; and her grandson Brent Tate.
She is survived by: her daughters, Billie Tate (Randy) of Dublin and Debbie Franks (David) of Dublin; her granddaughters, Melissa Cowart (Mark), Kara Moore (Chris) and Rachel Joiner (Bret); her great grandchildren, Anna Cowart, Cate Cowart, Shylah Moore, Ashleigh Andrews (Adam), Josh Cowart, Brandon Cowart (Paige), Millie Joiner, Tate Joiner, Jack Moore and Ryan Moore; her sister Sheila Mallory of Dublin; and her siblings-in-law, Linda Garner of Dublin and Junior Scarboro of Dublin.
While living in Alabama and Bermuda, she volunteered with Down Syndrome Foundation.
