He was predeceased by: his parents, Nannie Mae and Willis Augustus Surles, Sr.; and his brother Willis Augustus Surles, Jr.. He is survived by: his wife Peggy Surles; his daughters, Beverly Fordham (Ken), Brenda Eller (Gary), Elaine Miller (Randy) and Melinda Bailey Buck; and his sisters, Nancy Moore and Lynn Mashburn (Ford). He is also survived by eleven grandchildren, thirteen great-grandchildren, and numerous nieces and nephews.
In lieu of flowers, donations may be given in Joe's memory toward the ongoing financial needs of two Ukrainian orphan refugees that his family supports. A GoFundMe page has been set up by his granddaughter, Erin Miller.
