He was predeceased by: his parents, William P. Waters and Ruth Waters; and his children, Billy Joe Waters and Felicia Waters. He is survived by: his wife Carol Waters of Jasper; his son Kelvin Waters; and his sisters, Tava Long of Jasper, Linda Waters of Jasper, Patricia Parks of Ellijay, Yvonne Padgett of Blue Ridge and Arlene Waters of Ellijay. He is also survived by several grandchildren; several nieces and nephews.
The family will accept flowers or donate to Cagle Funeral Home to help with funeral expenses.
