He was predeceased by: his wife Alice Ruth Carter (Haney); his daughter Toni Smith; and his parents, E. W. Carter and Mattie Lou Fulcher (Wheelis). He is survived by: his daughters, Sandra Rutledge (Franklin) of Loganville, Glenda Williams (Clay) of Auburn, Lavonda Carter of Clarkston and Deanna Triplett of Loganville; and his siblings, Charles Randy Fulcher of Snellville, Leonard Lee Fulcher of Monticello and Linda-Faye McCord of Loganville. He is also survived by 11 grandchildren; 13 great grandchildren; and one great-great grandchild.
